The Eighth International Tal Memorial Chess Tournament will be held from June, 12 (arrival date) to June, 24 (departure date) 2013 in Moscow. The rounds are from June 13–23, with a rest day on June 16. The rounds generally start at 15:00h (=3 p.m.) Moscow time, with the first round starting at 6 p.m. and the final round at 1 p.m. Accommodation is in the Ritz-Carlton, Moscow, Tverskaya str. 3, while the event takes place in the in New Technologies Center Digital October, Bersenevskaya Embankment 6, in Moscow.
The overall direction of the tournament is in the hands of the Russian Chess Federation, while the tournament is directly managed by an organizing committee and panel of arbiters. The chief arbiter is IA Andrzej Filipowicz (Poland), the tournament director is Ilya Levitov.
The tournament has ten invited players and is a round robin with time controls of one hour and 40 minutes for the first 40 moves, followed by 50 minutes for next 20 moves and then 15 minutes for the rest of the game, with an increment of 30 seconds for each move starting from move one.

Scoring system
The scoring is one point for a win, 0.5 points for a draw and 0 points for a loss. In case if the number of points is equal the following additional coefficients are used for places in the final table:

The players are sorted according to their world rankings in the June 1st FIDE rating list. The drawing of colours will be conducted in the form of a blitz tournament that will be conducted at the opening ceremony on June 12, at 18.00. The time control will be three minutes for all moves with a two second increment per move starting from move one. The prize fund for this blitz tournament will be 15,000 Euros. The prize fund for the main tournament comes to a total of 100,000 EUR. It is distributed as follows:

In case of share places the prizes are shared equally. The prize money is transferred by the Russian Chess Federation to the bank accounts given by the participants, not later than 30 (thirty) business days after the end of the tournament. All expenses relating to the tournament organization and running are provided by the Russian Chess Federation.
